Eli Salzberger is a Law Professor at the University of Haifa Faculty of Law, the director of the Haifa Center for German and European Studies, the director of the Minerva Center for the Rule of Law under Extreme Conditions and he is the co-director of the International Academy for Judges at the University of Haifa Faculty of Law and was the President of the European Association for Law and Economics. During 2008 until 2011, he served as President of the European Association for Law and Economics. Subsequently, he clerked for Justice Aharon Barak of the Israeli Supreme Court and for Deputy State Attorney Dorit Beinish. His research and teaching areas are legal theory and philosophy, economic analysis of law, legal ethics, Cyberspace and the Israeli Supreme Court. Currently he is a member of the Public Council of the Israeli Democracy Institute and of a commission for reform in performers rights in Israel. Eli Salzberger was awarded various grants and fellowships, among them Rothschild, Minerva, GIF, ISF, Fulbright, ORS and British Council. Moreover he has been a visiting professor at various universities including the Microsoft-LAPA fellow at Princeton, University of Hamburg, Humboldt University, University of Torino and UCLA.

Fania Oz-Salzberger is a Professor at the Faculty of Law and the DAAD Center for German and European Studies. Furthermore, she chairs the Posen Forum for Political Thought and the Academic Steering Committee as well as the Bucerius Institute for Research of German History and Society. She is the director of Paideia – The European Institute for Jewish Studies in Stockholm and member as well of the International Forum of the Israel Nation Library as of the Scholars Council and the Worldˈs Jewish Museum (WJM) in Tel Aviv.

Stefan Ihrig is a Professor in history in the Department of General History and the Haifa Center for German and European Studies at the University of Haifa. He is a historian for German, European, and Turkish history and works especially on transnational themes and entanglements as well as on public discourse and the media. His last two books focused on aspects of German-Turkish history and entanglements (Justifying Genocide – Germany and the Armenians from Bismarck to Hitler and Atatürk in the Nazi Imagination, both Harvard University Press, 2016 and 2014 respectively) while a previous book has focused on Moldovan and Romanian history (2008) and another co-authored book on the debates on Turkish EU-membership (2005). He currently works on two projects, one a grand history of German-Turkish relations (under contract with Harvard University Press), and another book project relating to the history of privacy.

In September 2015 our new DAAD lecturer, Mrs. Julia Papushado, started her work at the center. She graduated from the University of Leipzig with an MA (Magister) in German as a foreign language and education in 2011. She is highly trained and experienced in teaching German as a foreign language in various institutions and universities. Her scientific interest lies in the field of the didactics of German language teaching and intercultural learning. During the first semester of the last year, Mrs. Papushado was on maternity leave and returned in January 2017.

Winfried Schumacher has been the DAAD lecturer at the HCGES from 2009 until 2015. He is still involved with the HCGES activities as a University lecturer and language teacher.

Together with Julia Papushado and Cathrin Shalev he is teaching at the HCGES as one of the German native mother tongue speakers. Winfried Schumacher is teaching the A2.1 and A2.2 courses in semester A and B in 2017/18.

Prof. Kappel earned his degree in political economy and sociology and has a special focus on African Studies. In 2017 he was guest professor at the University of Haifa and held a lecture on Global Power shifts and the New Global World Order. From 2004 to 2011, Kappel was president of the German Institute of Global and Area Studies, Leibniz Institute of Global and Regional Studies (GIGA) and worked as a professor at the Universities of Leipzig (1996-2004; 2004-2011 - Institute for African Studies) and Hamburg. Since 2011, he is president emeritus of the GIGA Institute and professor at the University of Leipzig.
Kappel published several papers on sub-Saharan political issues like the business environment of enterprises in Uganda, development policies and global poverty research. He taught a course in the framework of the MA program on German foreign policy.

Prof. Regina Polak is a guest lecturer of Theology at the Center for German and European Studies. Since 2013, she is an Associate Professor for Practical Theology at the University of Vienna and has had several lectureships at the Universities of Innsbruck, Bamberg and Szeged (Hungary). Furthermore, she is a Theological counselor of the German Bishopˈs Conferenceˈs migration commission. A main subject of her research is a Theological Perspective of migration.

Benjamin Bental, (Ph.D University of Minnesota, 1979), is a professor of economics at the University of Haifa, and the Director of the Center of German and European Culture Studies at that university. Prior to joining the University of Haifa in 1997, Prof. Bental was a faculty member at the Technion, Faculty of Industrial Engineering and Management, and served as Visiting Professor in several leading European and U.S. universities. His research interests include macroeconomics, economics of research and development, and aggregate implications of contractual frictions. Prof. Bental is serving as the chairman of the Advisory Committee of the Regional Research and Development Program of the Ministry of Science, and participates regularly in accreditation committees of the Council of Higher Education in Israel. He has published extensively in leading economics journals.
